Sir

As the Post at Bergen Point was taken at your Request, and as all Commissions granted to the Officers of the Corps of Refugees there were through your Recommendation.

The Commander in Chief orders me to say that he thinks you should be authorized to give such Orders and Directions as you shall think proper for the Security of the Place, which the Officers concerned are hereby ordered to obey.
